CNPL BoardPulse2.0 Consultancy Panel​

The Consultancy Panel supports charities that have completed their BoardPulse2.0 self-assessment by connecting them with NVPC-trained professional consultants to help interpret their report, identify areas for improvement, and translate findings into actionable insights.

Each charity may engage an approved consultancy firm for two subsidised sessions covering report interpretation and facilitated discussions on governance, board effectiveness and organisational dynamics. Additional sessions may be arranged directly with the consultant at the charity’s own cost.

Here's what the consultancy sessions will cover:​

Session 1:

Understanding BoardPulse2.0 Report

Helps boards interpret their results, contextualise findings, and identify strengths and areas for improvement.

Navigating Underlying Causes

Facilitates deeper board discussions to identify root causes, surface governance challenges, and support constructive conversations.

Charity reviews the proposals and decide on the consultant that they would like to engage.
Charity arranges for an exploratory meeting with the consultants for an initial meeting to assess fit, keeping NVPC in the loop for all communications.

Sign Agreement

Charity and consultant sign agreement contract via charity's internal procurement process and schedule sessions. Charity submits the agreement and session dates to NVPC.
Charity completes the Sessions 1 & 2 as scheduled.

Why Engage a BoardPulse2.0 Consultant?

1. Complimentary Access

Charities that have completed the complimentary BoardPulse2.0 self-assessment are eligible to access consultancy services at exclusive programme rates.

2. Subsidy

To support charities in strengthening their governance practices, NVPC will provide consultancy subsidies as follows: Up to a total of S$2,800 per charity for the first 50 participating charities. Up to a total of S$2,500 per charity for the subsequent 100 participating charities. Subsidies will be available on a first-come, first-served basis throughout the implementation period from 1 September 2026 to 31 August 2028, subject to meeting the eligibility requirements.

3. Quality

Consultants on the panel are carefully selected and trained by NVPC in the BoardPulse2.0. This ensures that they are equipped to support charities in interpreting BoardPulse2.0 reports, facilitating board discussions, and developing actionable governance improvement plans in a safe, neutral environment.

4. Flexibility

Charities are entitled to a complimentary introductory meeting with their preferred consultant to assess suitability and alignment before official engagement of consultancy services.

What Charities Need to Do to Access This

1. Complete the Self-Assessment

Charity boards must complete their BoardPulse2.0 self-assessment within the last 6 months to ensure relevance and accuracy of the report findings
• Charity board composition should ideally be the same as those that participated in the BoardPulse2.0 self-assessment.
• Charity boards that have not completed their BoardPulse2.0 self-assessment can request for the survey here.

2. Subsidy Availability

Subsidy from NVPC for consultancy fees is only applicable for the first 150 participating charities, on a first-come, first-served basis. Each charity can only receive the subsidy once across the project period from 1 September 2026 to 31 August 2028.
