City of Good Forum

What does it take to build a ‘We First’ society? Themed ‘Shared Spirit, Collective Impact’, the City of Good Forum 2026 will gather leaders and changemakers from the People, Private and Public sectors to explore the role of collaboration in building a more caring, inclusive and compassionate society.

The Forum will focus on shaping action plans for the year ahead, with the goal of catalysing meaningful conversations, connections, and collaborations. It will bring together leaders and changemakers for transformative dialogue, sparking fresh ideas and bold partnerships. Through purposeful partnerships, we explore how shared responsibility under Singapore’s social compact can evolve to strengthen resilience and deliver lasting impact.

Admission to the City of Good Forum 2026 is by invite only.

Mr Dinesh Vasu Dash

Mr Dinesh Vasu Dash is a strong believer in serving the nation, our communities and our people.

Coming from a modest family background, Mr Dinesh is an advocate and supporter for the vulnerable in society, particularly our seniors. He volunteered for over eight years in a charity that operated Nursing Homes and Senior Care Centres.

Prior to joining politics, Mr Dinesh was the CEO of the Agency for Integrated Care (AIC), an agency that focuses on supporting seniors and nurturing the Community Care Sector. There, he operationalised government policies to enhance the health and wellbeing of Singaporeans, particularly our seniors. He expanded the scope and scale of senior care facilities and launched multiple media campaigns to combat ageism in Singapore. He was instrumental in the successful rollout of Healthier SG, a preventive health programme, where over 1.2 million enrolled Singaporeans benefit from today.

Before AIC, Mr Dinesh played a pivotal role as the overall head of operations in MOH during the COVID-19 pandemic. There, he mobilised the public and private sectors to deal with the crisis. He was the chief architect of the National COVID-19 Vaccination campaign, resulting in one of the highest vaccination rates in the world, which in turn resulted in a very low death rate due to the virus.

Mr Dinesh is also a passionate volunteer who firmly believes in giving back. He served in multiple organisations that benefited Singapore and Singaporeans including as a grassroots volunteer, Party activist, School Advisory Committee member for over fifteen years, and as a member of the Advisory Council on Community Relations in Defence (ACCORD). He was an EXCO member of SINDA and a Board member of the Hindu Advisory Board.

Mr Seah Chin Siong

Chairman, NVPC

Mr Seah Chin Siong is the Chairman of the National Volunteer and Philanthropy Centre, Singapore Children’s Society and iShine Cloud Limited.

He was the former President and Chief Executive Officer of Singapore Institute of Management where he led efforts to transform lifelong learning and education. Prior to this, he was the Chief Executive Officer of Singapore Pools (Private) Limited, where he modernised the organization and launched digital initiatives. He was also the Founding Chief Executive Officer of IDA International, Managing Director of Accenture’s Public Service Operating Group for Asia-Pacific, and Country Managing Director of Accenture Singapore.

He serves on the boards of Community Foundation of Singapore and Chubb Insurance Singapore Limited. He also serves on the Charity Council.

Mr Seah had previously served on many boards and committees, including Infocomm Development Authority of Singapore, Singapore Discovery Centre, Institute of Systems Science, Singapore Infocomm Technology Federation, Workforce Development Authority of Singapore, Sentosa Development Corporation, Inland Revenue Authority of Singapore, National Council on Problem Gambling, Asia-Pacific Lotteries Association, and was past President of the Global Lottery Monitoring System.

Mr Tony Soh

CEO, NVPC

Tony Soh is the Chief Executive Officer of the National Volunteer and Philanthropy Centre – the national agency promoting volunteerism and philanthropy. He believes in nurturing the Heart of Singapore as part of building a ‘we-first’ society where individuals, communities, organisations, and leaders give their best towards building a more caring, inclusive, and compassionate society.

Tony believes purpose can be embedded and activated in every organisation meaningfully and impactfully for the good of society. He is passionate about reimagining community and business systems to create a society that inspires and enables human flourishing.

In a career spanning more than three decades, Tony has held leadership and senior management roles in government ministries, a statutory board, and a listed real estate company, with both regional and global responsibilities.

He also serves in a voluntary capacity as president and board member in youth and community service non-profit organisations.

Dr Mathew Mathews

Head, Social Lab & Principal Research Fellow at the Institute of Policy Studies, National University of Singapore & Board Member, NVPC

Dr Mathew Mathews is Head of IPS Social Lab, a centre for social indicator research, and a Principal Research Fellow at the Institute of Policy Studies, National University of Singapore. To date, Mathews has been involved in over seventy research projects, most of them addressing social policy issues.

Mathews also studies the impact of social programmes and has been involved in a number of evaluations on the usefulness of various initiatives. He has taught courses on social policy and has published in a range of academic and media outlets.

Mathews currently sits on various boards in the public and people sectors.

Dr Ma Sirui

Deputy Director, Knowledge and Insights, NVPC

Dr Ma Sirui is Deputy Director, Knowledge & Insights at Singapore’s National Volunteer and Philanthropy Centre (NVPC). She leads a dedicated research team that studies the why, how, and impact of giving by individuals, companies, communities, and institutions, and translates insights into NVPC’s programmes, products, and strategies. The team runs recurring national studies such as the National Giving Study and leads landscape analyses of groundup initiatives, corporate purpose, and institutional philanthropy in Singapore.

Dr Ma holds a PhD in Public Policy and Global Affairs from Nanyang Technological University and an MSc in Anthropology from the London School of Economics and Political Science. Bringing an interdisciplinary lens to applied research, she is committed to using rigorous, context-sensitive evidence to inform and strengthen philanthropic practice and to support the growth of a more caring and connected City of Good.

Mr Benjamin William

Secretary General and CEO, Singapore Red Cross Society

Benjamin first joined the Ministry of Foreign Affairs in October 1981. Benjamin served in various portfolios in MFA HQ and abroad. Benjamin also served in several Singapore Embassies overseas, including in Brunei, the Philippines, the USA, and Laos. He last served as Singapore’s Ambassador to the Lao People’s Democratic Republic, from 2007 to 2011.

In 2011, Benjamin joined SRC where he was involved in the restructuring of SRC, adopting a more corporate structure, with strong governance and management. He officially took over as Secretary General and Chief Executive Officer (SG/CEO) in March 2012, overseeing all the humanitarian work of the SRC, both local and overseas, including disaster response and recovery missions. Benjamin has overseen the transformation and growth of SRC, with SRC expanding its suite of humanitarian services to serve the vulnerable in Singapore, particularly the elderly, given the rapidly ageing population of Singapore. SRC has also been in the forefront of developing a robust and resilient society, promoting the learning of First Aid, and more recently initiating psychological first aid and promoting it amongst the public. SRC efforts have been widely recognised, receiving accolades from several government agencies, SRC has also seen its role as a thought leader in the field of humanitarian work grow significantly over the last few years.

Benjamin has served on the Boards of St Andrew’s Mission Hospital, Operation Mobilisation, Special Olympics Asia Pacific, and the People’s Association (2017-2023), and is Chairman of the Sample Oversight Committee of the Health Sciences Authority and a Member of the Stamp Advisory Committee. Benjamin was awarded the National Day Public Service Medal (PBM) in 2023.

Ms Natalie Craig

CEO, Cushman and Wakefield Singapore

Natalie Craig is the Chief Executive of Cushman and Wakefield Singapore, overseeing both the Commercial Real Estate business and C&W Services. Before this role, she served as Managing Director of C&W Services, a position she held since April 2020. Under her leadership, C&W Services became Singapore’s first facilities management firm to earn the International WELL Building Institute v2 certification at the Gold level, and is celebrated as a Great Place To Work. Previously, Natalie was the Chief Legal and Commercial Officer, APAC, where she was responsible for the legal, risk, and compliance functions, as well as mergers and acquisitions in the region.
