Impact Measurement

From Intent To Impact

There has been a growth in the number of charities operating in Singapore. Between 2013 and 2023, we saw an increase of over 250 registered charities to close to 2,400, reflecting the sector’s growing prominence. This growth in charities is also reflected in the total receipts in the sector, from $13.9 billion raised in 2013 (source) to $22.17 billion in 2023 (source).

With growing expectations for transparency and accountability, it is no longer enough to simply act. We must also understand outcomes. But how do we make sense of something as complex as impact? Can it even be measured?

Introducing NVPC’s Impact Measurement Programme where you can discover how to turn good intentions into lasting societal impact using the 5Ts of Time, Talent, Treasure, Ties, and Testimony.

Open to non-profits and changemakers alike, this programme equips you to build your Theory of Change and sharpen how you articulate impact. Join a community of purpose-driven practitioners — learn, connect, and put your skills into practice to drive real, lasting change.

Who The Impact Measurement Guide Is For

Download the Guide to Impact Measurement – From Intent to Impact for Non-Profits to gain a deeper understanding of the key phases of impact measurement. Developed together with the Tote Board, this guidebook was created in consultation with 36 charities and 14 sector administrators and grant-makers.

Offering a step-by-step approach to implementing impact, the guidebook for non-profit organisations building their impact measurement capabilities clarifies the ‘why’ to navigating the ‘how,’ with contextual insights, adaptable templates, and tools tailored to your programme’s needs. Drawing from deep experience across Singapore’s philanthropic landscape — from traditional grant-making to digital giving — the guide offers a balanced, comprehensive, and actionable approach to measuring what truly matters for non-profits, regardless of where they currently are in their impact measurement journeys.

By the end of the workshops, participants will be able to:

  • Articulate the value and importance of impact measurement in programmes.
  • Develop a clear and coherent Theory of Change (ToC) for programmes and campaigns on giving.sg.
  • Identify and craft effective outcomes statements for your campaigns on giving.sg.
  • Develop a Projected Short Term Outcome Report for engagement with your donors and funders.
